Investigators are focusing on forensic evidence to track the origin of incendiary packages sent to state government buildings.
The packages ignited and released a sulphur-like smell when they were opened Thursday afternoon.
One package addressed to Gov. Martin O'Malley was opened in an Annapolis mailroom. The other was opened about 15 minutes later at the state Department of Transportation.
Both contained notes indicating the sender was upset about highways signs that advertise a terrorism tip line.
