WINTER STORM WARNING & WINTER WEATHER ADVISORY

A WINTER STORM WARNING has been issued for Northern Baltimore and Carroll Counties and a WINTER WEATHER ADVISORY has been issued for Baltimore City, Harford, and Howard Counties through 6PM Wednesday evening.  Rain will be heavy at times through Wednesday morning, mixing with and changing to snow from northwest to southeast.  Any rain and snow should end just after sunset on Wednesday evening.  Snow totals could range from about 1-3" northwest of I-95, with up to 3-6" and localized high-elevation amounts up to 8" and road problems north and west of the Beltway.

Mayor: Allegations Of Fraud And Abuse In City Office of Technology [PRESSER]

Mayor Stephanie Rawlings-Blake has announced there will be an investigation into the Mayor's Office of Information Technology (MOIT).

The probe, announced at a news conference Tuesday, will focus on subcontractors and abuse of city funds. The investigation arose after the mayor's office was informed of allegations that improprieties were occurring in MOIT. Rawlings-Blake has formally asked the Inspector General to investigate.

"Where fraud and abuse may have occured, we will hold the people accountable," Rawlings-Blake said.

This is the second investigation into MOIT in the last three years. In 2012 the inspector general found conflict of interest and fraud regarding the proposed purchase of a new phone system.

This latest investigation is expected to take weeks and include a review of contracts and records going back 18 months. It remains unclear why the allegations are prompting a sudden probe now.

"I just learned about this last night," Inspector General Robert Pearre said. "I got a phone call from the mayor. I don't have a lot of the details. We'll be getting those over the next couple of days, but I'm not exactly clear why this came about at this time."

MOIT, which operates the city's 311 call center and the CCTV crime prevention system CitiWatch, is responsible for deploying, utilizing and leveraging information technology to enhance productivity, broaden capabilities, and reduce the operating costs of Baltimore City government.
