Rep. Ruppersberger: Phone Surveillance Necessary

Congressman Dutch Ruppersberger spoke to FOX45 about the recently exposed phone records monitoring program. Ruppersberger called the program necessary and said he's concerned about prosecuting the man that brought the information to the public.

"This individual in my opinion has not only broken the law, but I'm concerned about the issue of treason. I want to know why he's in China right now. China has stolen billions of dollars of our corporate trade secrets."

The best way to identify terrorists, Ruppersberger said, is to put together programs in our intelligence community - "but these programs in no way go after your personal information," he said, unless there's a terrorist situation.
