2 arrested after Citiwatch camera operators observe 'large fight' downtown

BALTIMORE (WBFF) – A man and a woman were arrested and charged with handgun violations after a large fight, observed on Citiwatch cameras, unfolded in downtown Baltimore early Wednesday morning.

According to investigators, the fight began around 1:45 a.m. on May 17 in the area of Custom House Avenue and E Baltimore Street.

Citiwatch camera operators saw a man walk up to a woman and give her a handgun, police said. When officers arrived on the scene they were directed to the woman, with help from the Citiwatch camera operator.

Police say the woman, 30-year-old Morranda Phimpisam, was found with a loaded .22 caliber semi-automatic handgun in her possession, as well as a knife and suspected marijuana.

Officers then approached the man, 25 year-old Vatrone Foote of Glen Burnie, and arrested him as well. Police described Foote as a "repeat gun offender."

Both suspects were transported to Central Booking and charged.
