Three were shot at Presstman Street and Etting Street; another victim was found at Division Street and Robert Street.
Police originally said all had non-life-threatening injuries, but later said one of the victims was in critical condition.
Baltimore's acting police commissioner Gary Tuggle was on the scene.
The victims were: an 18-year-old man shot in the chest, an 18-year-old man shot in the leg, a 22-year-old man shot in the hand and a 22-year-old man shot in the buttocks.
