An unannounced lane closure on the Baltimore Beltway near I-70 caused traffic back-ups for miles on Monday.
The State Highway Administration calls the planned closure part of "an ongoing review of the work zone crash".
The crash happened less than two months ago and killed six construction workers.
It's still under investigation as questions arise over the safety of the highway work zone.
Sources tell Fox45 that some of the victims had repeatedly complained about safety issues in the work zone asking that the lane of traffic closest to the work zone be shut down.
At the time of the crash, only a concrete jersey wall separated workers from a lane of speeding motorists and at the time of the crash, a section of the wall was open.
"That, itself, is a safety concern," said retired state highway engineer Gene Simmers.
"If the construction workers felt it was unsafe then there must've been some reason to make that request," said Simmers.
Investigators will spend the week reconstructing the crash scene.
During their probe, the same lane of traffic that caused concerns before the crash is now closed for investigation.
"Is the lane being shut down this week to protect the investigators?" asked Simmers.
