Decade-long trail of terror: The relentless crime spree that led to a regional manhunt for Jason Billingsley

According to records obtained by Fox45 News, Jason Billingsley was wanted on multiple newly issued warrants prior to his apprehension at a MARC train station in Bowie, Md. late Wednesday evening.

These documents collectively purport Billingsley was on a week-long crime spree in the Baltimore region prior to an announced Tuesday manhunt by law enforcement.

After reviewing Billingsley’s old and new court records, Fox45 News has composed a timeline of his past convicted criminal history, while also outlining new developments.

Sept. 15, 2009 -- First degree assault, theft and robbery

Jason Billingsley allegedly assaulted and stole $10 from a man in the 1800 block of Pratt Street, court documents show.

While the judge sentenced Billingsley to five years in prison, he suspended over four and half years of jail time.

Billingsley was additionally placed on two years of supervised probation, which was violated less than seven months prior to the term being complete due to an incident less than a year later, outlined in an online court database.

Court records did not immediately indicate the parties previously knew each other.

Sept. 4, 2010 -- Second degree assault, theft and false imprisonment

Court records filed by Billingsley’s purported ex-girlfriend alleged he “took his fist” and hit her in the face.

The victim write in the charging documents Billingsley penned her down and would not get off of her.

The report continued that when he finally let her free, Billingsley stole the victim's cell phone prior to leaving the premise.

As part of a plea deal, he was found guilty of only the second-degree assault charge. Billingsley was sentenced to two years in prison.

June 23, 2013 - Several assault, sex-crime, weapon and theft charges

Outlined in the incident’s charging document, a female victim stated she was sitting on the steps of a vacant lot when she was approached by a man she later only knew as “Jason.”

The victim stated to police she left her boyfriend's nearby home around 1:00 a.m. after having an argument and was trying to gather her thoughts when Billingsley approached her.

According to the victim's statement in the charging documents, Billingsley asked what happened and if she needed a place to stay for the evening. She agreed to follow him to an unknown nearby house.

Once arrived at the house, Billingsley said he locked his keys in the home and needed her two climb through a window to open the front door.

The victim agreed, climbed through the window and after unlocking the front door, was lead to a nearby bedroom.

After Billingsley, age 22 at the time, unsuccessfully propositioned the victim for sex, the court report outlined Billingsley became violent.

Jason then struck [the victim] on the face and placed both of his hands around her neck. He began to apply pressure around her neck,” according to court documents. “She state[d] that he was strangling her which caused a blockage in her airway.”

The charging document stated Billingsley asked the victim if she had any sexually transmitted infections. After the victim stated she had Hepatitis C, Billingsley allegedly pulled a knife and ordered her to perform oral sex.

According to a court transcript obtained by Fox45 News, Judge Emanuel Brown accepted a plea deal between the prosecutor and Billingsley publicly appointed attorney.

I want you to fully appreciate that this Court is not satisfied with this plea agreement,” Judge Emanuel Brown told Jason Billingsley during his hearing. “So if you violate probation, you should expect to get a substantial portion of the balance of this sentence.”

Billingsley’s was given a probation after conviction disposition, with 16 years suspended of the 30 year sentence.

According to the original charging documents, Billingsley was facing a life sentence, plus an additional 68 years for this incident.

Oct. 2022 – Billingsley was released from prison early

According to authorities, Billingsley was paroled due to good behavior.

Sept. 19, 2023 -- Multiple attempted murder, sex offense, assault and gun charges

Only a seven minute walk from the 2013 incident, Jason Billingsley worked as a maintenance worker at in the 800 block of Edmondson Avenue, according to court documents.

The statement of charges stated a female victim heard loud banging on her family’s door in the early morning hours.

Billingsley allegedly identified himself as maintenance prior to kicking in the door.

She stated that the suspect kicked in the front door and pointed a gun at her, duct tapped her and handcuffed the other victim,” according to court charging documents. “[Victim] stated that she was raped, slashed (cut) across the neck with a knife, and the suepect poured an unknown liquid on her and on [another victim].

After obtaining a search warrant, the court document alleged police found a serrated knife, rolls of duct tape, silver handcuffs, a gas can, lighter and a condom wrappers.

Baltimore Police filed charges for this alleged incident on September 20 at 4:32 a.m.

The evening after charges were filed, Billingsley allegedly encountered 26-year-old tech CEO Pava LaPere at her apartment.

Sept. 21, 2023 -- Billingsley allegedly arrived at LaPere’s Mt. Vernon apartment

According to filed charging documents, Pava LaPere was seen through surveillance footage entering her apartment building at 11:32 on Friday evening.

The charging documents stated LaPere was wearing a green top, a black and white sweater draped over her arms, red pants and red shoes.

After entering the building, the victim can be seen getting off the couch in the lobby and walking to the front door to a black male,” according to the criminal charging documents. “The victim then let the tall light skin black male on inside the building where they can be [seen] getting on the elevator together."

It is not immediately clear in the statement of charges if the parties previously knew each other.

Sept. 22, 2023 -- Billingsley leaves LaPere’s apartment building

The criminal summons alleged a male, later identified as Jason Billingsley by an unknown witness, was seen leaving the building by a stairwell at 11:08 p.m.

According to court records, the alleged crime occurred on or about September 22 at 2:14 p.m.

It is not immediately clear how this time was identified in the charging document.

Sept. 25, 2023 at 11:34 a.m. – LaPere’s body was discovered by police

After responding to Pava LaPere’s apartment for a missing persons report, Baltimore Police were called back to the scene for her discovery on the structure’s roof, according to court charging documents.

The crime scene consisted of a brick, blood, buttons, pants, 3 teeth, broken hair clip and a pair of red shoes believed to belong to the victim located near the victim’s body,” outlined Billingsley’s charging documents.

LaPere was pronounced dead on the scene at 11:40 a.m. It was later ruled her death was due to blunt force and strangulation.

Sept. 25, 2023 at 9:20 p.m. - Stolen handgun reported to police

A female victim told police Monday that her friend Jason Billingsley was invited into her home to shower and sleep, according to a filed criminal report.

When the victim returned, she alleged she noticed her handgun was missing.

[Victim] went out to run errands and returned back to her residence and noticed the safe had been moved. When she searched through the safe, she discovered her Glock 19 Gen5 handgun was missing from the Glock case that was located inside the safe,” according to court records.

The report alleged the victim met Billingsley at an unknown Baltimore City location to ask him about her stolen gun.

She told police that Billingsley shared “multiple different stories” the gun's whereabouts, never admitting its true location.

Stolen handgun charges were filed in Baltimore County at 1:34 a.m. on Tuesday.

At the time of filing charges, Baltimore County Police outlined in their report Billingsley was only wanted on charges associated with the Sept. 19 incident in West Baltimore.

Sept. 26, 2023 at 3:10 p.m. -- Police obtain a warrant for LaPere’s murder

After reviewing police databases and gaining witness statements, Baltimore Police obtained an arrest warrant for Jason Billingsley’s alleged murder and rape of Pava LePere on Tuesday at 3:10 p.m.

Hours later, Baltimore authorities held a press conference warning the public of Billingsley's alleged conduct.

We implore residents to be aware of your surroundings at all times. This individual will kill and he will rape. He will do anything can to cause harm. So please be aware of your surroundings,” warned Acting Police Commissioner Richard Worley during an unscheduled Tuesday press conference.

During the press conference, police released an image of Billingsley, announcing a regional manhunt was underway.

Sept. 27, 2023 at 11:10 p.m. -- Jason Billingsley is taken into custody

According to authorities, Billingsley was tracked to a MARC Train Station on Laurel-Bowie Road in Bowie, Md. just at 11:00 on Thursday evening.

Billingsley, a suspect of multiple violent crimes, was taken into custody without incident.
